State terrorism refers to acts of terror carried out by governments against their own citizens or others to maintain power, suppress dissent, or intimidate populations. Unlike non-state terrorism, which involves groups or individuals outside government control, state terrorism wields the full machinery of the state—military, police, intelligence agencies—to instill fear and control. These acts can include extrajudicial killings, torture, disappearances, and widespread repression. The chilling effect can be profound, silencing voices and shaping societies in a shadow of fear. Despite its impact, state terrorism is often left out of mainstream terrorism studies. This exclusion stems partly from political sensitivities and the traditional focus on non-state actors seen as threats to international security. Scholars and policymakers may avoid the term to not equate legitimate state actions with terrorism or to protect national interests. This gap leaves a crucial blind spot in understanding how terror operates on the global stage, and challenges us to rethink what terrorism truly means.
“State terrorism is violence deliberately used by governments to intimidate or control populations, yet it is often left out of terrorism studies due to political biases and definitional limits.”

How would our understanding of global violence change if state terrorism were studied as rigorously as non-state terrorism?

State terrorism is distinct in that it is conducted directly by state actors to suppress dissent, maintain control, or achieve political goals, often violating human rights and international law. Governments may justify these actions as efforts to combat insurgency or terrorism, but the intent to create fear among civilian populations is a defining feature.
Orthodox terrorism research often focuses on non-state groups attacking liberal democracies, excluding state violence by default. This actor-based definition sidelines state terrorism as a legitimate subject, creating a significant gap in understanding how states use terror tactics for political ends, especially in the global South.
Powerful states often use legal and normative frameworks that legitimize their use of violence while labeling similar acts by non-state actors as terrorism. This political technology silences or marginalizes research on state terrorism, protecting state interests and maintaining a biased narrative within academia and policy.

“In some cases, state terrorism is simply defined out of the analysis by the employment of an actor‐based definition: terrorism, it is argued, is a kind of violence performed solely by non‐state actors. In other cases, the possibility of state terrorism is acknowledged but is then given a cursory treatment or simply ig…”

Contested
Both cases are put as strongly as their own supporters would put them, from evidence rather than from who holds the view. Read them and decide for yourself.
State terrorism should be recognized within terrorism studies because states have used terror tactics systematically to oppress populations and influence political outcomes. Ignoring state terrorism creates an incomplete and biased picture of political violence. Including it expands our understanding of terror's impact and challenges the monopoly on violence states claim, revealing that terror is not exclusive to non-state actors.
What this rests on
Some argue state terrorism should remain separate because states have legitimate authority to use violence, unlike non-state terrorists. Defining terrorism as exclusively non-state violence helps maintain legal clarity and political order. Also, state violence often occurs within frameworks of law and counterinsurgency, making the terrorism label inappropriate and potentially undermining state sovereignty.
What this rests on
Both sides agree that terrorism is difficult to define universally and that violence by both states and non-state actors can cause terror. They concur that studying all forms of political violence critically is important. The debate centers on whether to label state violence as terrorism or treat it under different concepts like repression or counterinsurgency, with overlap in empirical facts acknowledged.
